This is a list of members (MSPs) returned to the first Scottish Parliament at the 1999 Scottish Parliament election. Of the 129 members, 73 were elected from first past the post constituencies with a further 56 members being returned from eight regions, each electing seven MSPs as a form of mixed member proportional representation .

The first election to the devolved Scottish Parliament, to fill 129 seats, took place on 6 May 1999. Following the election, the Labour Party and the Liberal Democrats formed the Scottish Executive, with Labour Member of the Scottish Parliament (MSP) Donald Dewar becoming First Minister.

An Act of the Scottish Parliament () is primary legislation made by the Scottish Parliament. The power to create Acts was conferred to the Parliament by section 28 of the Scotland Act 1998 following the successful 1997 referendum on devolution.
